Even the most powerful country in the world cannot fix more than a handful of pressing problems militarily. It may seem (well, it kind of is) opportunistic to pick and choose your fights. But that's the way it is. Threats, opportunities, strategic considerations, all play a role. For instance, the US can't just send troops in to protect protesters in China.
